Characteristic and nature of the Organization

As its name implies, PhilNet-RDI is an aggrupation of NGOs and individual advocates working for rural development at the municipal, provincial, regional and national levels.

A.    The General Assembly

The general assembly is the highest policymaking body of PhilNet-RDI.  It is composed of individuals and duly authorized representatives of member RDIs.

The general assembly approves any changes in the organization's vision, missions, goals, constitution, and by-laws.  Regular general assembly occurs every three years.  Special general assembly meetings may be called to decide on urgent matters of the organization.

B.    The Board of Directors

Elected from amongst the members of the general assembly, the Board of Directors lays down the strategic plans for monitoring the progress of the various units and programs to ensure consistency with the organizational thrusts, plans, and directions.  In between the general assembly, the Board of Directors acts as the highest policy-making body and meets annually.

The Board of Directors formulates policies and strategic five-year plans in pursuance of the vision, missions, and goals of the organization as well as of the directions set by the General Assembly.   It appoints the Executive Director and confirms the appointment of Unit and Regional Directors.

C.    The Executive Committee

A creation of the Board of Directors, the Executive Committee sits in between the annual meetings of the board of directors.  Its main function is to monitor the progress of the various units and the implementation of programs and projects to ensure consistency with organizational thrusts, plans, and directions.  The Executive Committee meets every quarter.

D.    The Secretariat   

The Secretariat is the implementing arm of PhilNet-RDI.  It acts on various initiatives identified in its vision, mission, goals, and on the various programs lined up by the member RDIs and Service Areas in their strategies and plans.   The Chief Operating Officer heads the secretariat.

The secretariat, in behalf of the Board of Directors accesses funds geared towards the achievement of the vision, mission, and goals of the organization as well as engages in specific joint venture projects of the Board of Directors and the local Board of the RDIs and institutional project proposals.
